[Openal] Using OpenAL application without redist

Well, something is up because I already tried copying those two DLL's to 
the executable directory before posting to this mailing list, and the 
application still failed to start up.  The only way I could get things 
to work was to actually run the redist installation program.

Obviously something is missing here.  I'm wondering if the installation 
does something else beside just copying the DLL's to the System32 
subdirectory of Windows.
What do people know about the redist installation works?
