I would first recommend trying the GIT/SVN version of OpenAL Soft, if it all
possible. The old version your distro apparently has is old and buggy. Make
sure the old version is uninstalled before installing OpenAL Soft, and you
will likely need to relink apps/libs that use OpenAL (or provide a
libopenal.so.0 -> libopenal.so.1 symlink).
An ~/.openalrc is only needed if you want to change the default options. For
it to help here, we would need to know what the problem is, but there's not
enough info to work off of. I only asked if you had one in case you had some
options set that could be interfering.
