[Openal] OpenAL-soft configuration utility

 Version 1.0 of the OpenAL-soft configuration utility is released. Requires 
CMake and Qt 4.3 to build.  Be aware that it is likely to destroy your old 
configuration file, and it is very much untested. If anyone builds it and tests 
it on MS Windows, I would love the feedback.

 To expand a bit on that, it's a Qt4 (4.3 required at the moment) GUI 
application to configure OpenAL-soft without having to manually modify the text 
file.
 There is plenty to improve, but I think it's usable already so I'm releasing, 
share and enjoy! :-)
