One thing to keep in mind that OpenAL proper is just a specification.
Implementations are separate issues.
Creative has a native implementation that works fine with Vista on
Creative hardware. OpenAL-Soft works fine, as long as it can figure out
how many speakers you have (which seems to be a problem on Vista at the
moment).
At the moment, that's all we seem to have as far as Vista support. If
you've got a problem, either yell at your hardware manufacturer and let
them know you want a native implementation, or give people like Chris
some time to figure out Vista's nastiness.
We do this in our spare time, and we don't charge for it, so please be
patient.
Of course, you're always welcome to figure it out yourself, implement
it, and send a patch :-)
