That's correct.

OpenAL-Soft is definitely what you want to use.  In fact, the old Sample 
Implementation (what you're calling the "official" files) will soon be 
deprecated in favor of OpenAL-Soft.  The download links are actually 
quite old and likely not to work at all anymore.
