[Openal] operation was invalid in the current ALUT state

I have built openal and alut and installed them with no problem, I
then built FlightGear and installed it, I get the error:


Failed to load wav file: 
at The operation was invalid in the current ALUT state

when I run FLightGear.
I have built these programs and installed them many times before, 
but this is the first time I have received this error. Can someone
tell me what I am doing wrong here? Or what's happening?
