Chris is right that a 3D spatialized sound will sound quieter than playing
it in WMP ... but I'm not sure whether this explains what you are hearing.

Which OpenAL device are you using .. the "Generic Software" or the "Generic
Hardware" and does the problem happen with both devices? If you are
running WinXP and the Fortissimo supports DS3D buffers then you should be
able to use either device. If you are running on Vista, or the card
doesn't do HW DS3D then your only option is the "Generic Software" device
anyway.

WMP plays the sound noticeably louder. The inside gain function works
as expected. Another thing I notice is that the sound doesn't sound
the same between the apps, where the OpenAL apps seem to have lower
highs on top of the overall lower volume.

I was using drivers that were several years old, I updated and the
problem is not resolved. The new drivers also created other new
problems unrelated to OpenAL, so I had to return to the previous
drivers.
