I believe the OpenAL-Sample implementation has been compiled (and should 
still compile) under MinGW.  I'm not sure about the OpenAL-Windows 
version.  With the sample implementation, you won't have access to 
EAX/EFX, but with the hardware you're working with, it doesn't sound 
like that will be an issue.
