Brad is correct. /Library/Frameworks (and ~/Library/Frameworks) is not
for official Apple stuff. It is for 3rd party stuff, generally just
for developers to do work. (A shipping app should generally be
properly bundled and not depend on this directory.) A clean OS X
install does not create a /Library/Frameworks directory by default as
far as I know and you or something has to explicitly create the
directory.
