[Openal] registered developer?

Hi,
To become a registered developer you need to download and complete the
registration form on http://developer.creative.com/ You need to sign an
NDA to join the programme.
However, you may not need to do this ... the latest OpenAL SDK (also on
developer.creative.com) which is publically available includes an Effect
Extension (EFX) that gives you access to most of the EAX features.

I wonder how do I become creative registered developer, since the
registration is quite complicated, why they just don't make it available
via email or web-based registration?
how do I download creative EAX SDK if i'am not a registered developer? why
they make it closed, they don't want everyone support their EAX features?
