No, there shouldn't be.

Strange.   This is not the expected behaviour of an EAX 2.0 device.
Ordinarilly an EAX 2.0 device should allow all the 3D Audio Sources to feed
the single reverb effect.   The "Generic Hardware" implementation itself
does not impose any limits on the number of Sources that can feed an
effect.   Have you got up-to-date drivers installed?
