[Openal] OpenAL-Sample

[Quattro IV]

Is there a reason why there isn't a package for the cross-platform
implementation of OpenAL on the downloads page at http://www.openal.org ? I
noticed that the name includes the word Sample, is this truly a sample? If
so, is there a different cross-platform implementation? I'm running
windows, does the windows version have better performance than the
OpenAL-Sample implementation on windows OS?
