It seems as though you're trying to build the sample implementation (http://www.openal.org/repos/openal/trunk/OpenAL-Sample/), which did indeed build at one point on OS X.  It wouldn't shock me in the slightest if it would be a _lot_ of work to get that implementation going on OS X now, though.

The main implementation for OS X (Apple's) is at another location -- http://www.openal.org/repos/openal/trunk/OpenAL-MacOSX/.  That one you can build using XCode, and it has a "README" file which may be useful as well.
