I'll have to admit that I haven't had a close look at the SI's filter
mechanism yet, but I think the current state is as follows: Last
November I've added alSpeedOfSound and its related getter (using the new
speed_of_sound field of AL_context), but this new setter/getter is
unrelated to alDopplerVelocity (using the doppler_velocity) and the
doppler filter. Could you have a look at your patch again and adapt it
to the (not so) new code? Modifying al_state.c and al_filter.c a bit is
probably enough.

This is yet another example where a bug tracker would be great. Garin: I
don't give up asking about one on openal.org! >:-)
