[Openal] Crashing when calling any al* function

Thank you, that version works like a charm.  It makes it past enumeration 
(lists Generic Hardware and Generic Software), past checking the default 
device (which is Generic Hardware), and past opening the default device and 
creating a sound context.  Shuts down properly too. :D  Once I get back to 
dealing with sound, I'll let you know if there are any other complications 
(I don't believe there will be, but you never know).

In any event, this version seems to solve the wrap_oal.dll 
DeleteCriticalSection bug on Windows 98 SE (possibly on Windows 9x in 
general).  I'll keep everyone posted if this changes.
