[Openal] Can't create configuration file on Windows PC

Do you want to compile the portable implementation which is used on Linux
as well, or do you want to compile the Windows-specific implementation
which is used as the basis for the Creative OpenAL/Windows installer?

If you want to compile the Windows-specific implementation, that code is in
openal\trunk\win and is easiest to compile with the Microsoft tools (the
free-as-in-beer Visual Studio should be able to do it).

If you _do_ want to compile the portable code, then this was the place to
ask, but I'm not the _person_ to ask.  ;-)
