[Openal] crazy capture device gain

I assume we're talking about capture on Windows?  If so, this seems  
like very odd behavior because the OpenAL capture code doesn't modify  
any recording level settings or any mixer panel settings ever as far  
as I know -- it just turns on capture and records whatever comes in.   
It should be the same result you'd get from bringing up the built-in  
Windows recording app.
