[Openal] Finding Play Position for a streaming file (AL_SEC_OFFSET??)

I think the answer depends on the OS and implementation.  The Creative 
implementation under Windows certainly supports AL_SEC_OFFSET, and has 
had a fair amount of testing (both with test applicatons and in deployed 
applications).  The Apple OS X implementation should be fully 1.1-spec 
compliant, and should work fine as well.  The SI -- which is used on 
Linux and others -- may not have AL_SEC_OFFSET support working right 
now, or may only have it partially implemented.
