[Openal] alut.dll missing when running game on some pc's

My game runs fine on my laptop and my pc.
The game installer calls the openal installer. 
When the game starts up it says the alut.dll file is missing.
I've re-run the installer manually on this new pc but I still get the alut.dll
error
