It's unfortunate that there is no automated, online sign-up process. 
Requiring a FAX'd agreement (especially for someone who just wants to 
download the docs, binary libs and API headers - not full source code or 
such) seems a bit much, IMO.  I know it turned me off... and I've yet to 
try the sign-up process as a result.
