[Openal] Updated Windows AL 1.1 SDK (Beta)

You're one step ahead of us...  I'm working out the final details with 
the implementors on how to tag and update the CVS repository for the 
transition to 1.1.  Since we're starting with a very informal 
procedure, things should go smoothly (in that it's hard to get people 
upset when procedures are _improving_).  We'll end up with a better 
system in that things are going to be tagged appropriately along with 
the binary releases.  The first AL 1.1 CVS updates should start hitting 
the repository in a week or so...
