[Openal] Streaming problems.

To make this easier to debug, could you use enumeration and report what 
specific devices seem to show this issue?  That is -- if it turns out 
that only NVIDIA native devices are having the issue, then perhaps there 
is a bug there and/or a driver update needs to take place.  If on the 
other hand it is happening with "Generic Hardware," "Generic Software," 
_and_ NVIDIA native libraries, then it's likely an application issue...  
Obviously there are a whole bunch of in-between possibilities as well, 
but we need to get this narrowed down to figure out where to start.

If the result is "some cards fail on Generic Hardware" and there are 
some NVIDIA failures, then we'll have some DS3D issues to look at, 
because that would be the common ground (the NVIDIA native library is a 
hybrid of DS3D code and custom NVIDIA stuff).
