That's pretty short-sighted.  People may have very good reasons to 
install libraries in a non-standard location.

Where I work, we install many of our dependent libraries on an NFS 
drive, and link straight to it from there.  This way, we can avoid 
having to install 20+ libraries every time we set up a new workstation, 
or update two dozen workstations whenever we upgrade a given library.  
It make a lot of sense to do this.
