That is correct.  The "GS" device supports the EAX 2 Reverb parameter set.
The Gain LF property was introduced in EAX 3.0.

As you suspected, it controls the reverb level at the reference low
frequency.  The default value is 1.0.  Where are you seeing the default
value of 0?  Perhaps there was a typo in an old header file?

In the EAX reverb proper, what is AL_EAXREVERB_GAINLF supposed to do? I had
expected it to be a linear-space gain control on bass frequencies with a
reference at 250Hz (or wherever the LF reference is set). However, I've
just noticed that the default value is zero rather than one or close to
one, so this doesn't seem right!
