Probably the biggest issue is the lack of an ARB.  If you think about 
it, we're basically doing what OpenGL does.  Every interested party 
proposes and implements extensions.  Creative has EFX, and other 
extensions have been thrown around by other people in the past.  The 
problem is there's no regular meeting (like the OpenGL ARB used to have 
and Khronos now has) to draw up new specs or absorb various extensions.  
The last time anything like this happened was during the drafting of the 
1.1 spec, and that all happened on the list.
