I don't know if it is universally used in Unreal-engine games (I don't 
think so), but this feature was supported in at least some of them.  It 
was done purely for performance reasons (mainly because of EAX) -- 
there were no sound quality issues involved in the decision.  Most 
games do not bother with suspend/process.
