We have recently added Efx support to the OpenTK library (open source) and
will soon add usage samples. I am planning to write a simple app which
allows you to apply different reverb/occlusion/etc parameters on the fly
and test playback. Does OpenAL-soft support capture? (for getting
reproducible results)

Why don't you try re-applying to sourceforge? It's unlikely a project like
OpenAL-soft will be turned down, your email might have gotten lost. This
library deserves some attention! ;)
