This statement is actually true. The Windows and original MacOS code
(for OS 8/9/X -- now abandoned) were done at Creative independently of
the Linux codebase, which was done at Loki Entertainment. OpenAL-soft
is actually a port of the Windows code to Linux (now with many
improvements!).
It's true that the Windows branch has been stagnant, but the
implication that Creative has been unethical with regard to the license
is untrue. They released their code way back in 2000 under the LGPL,
maintained it for a number of years, and it is now being used under
that license to create a modern truly cross-platform codebase, which is
a wonderful thing IMHO.
With regard to the modern (OS X) MacOS X code, in the past it was
receiving periodic updates from Apple when they hit major internal
milestones. I don't know the current status -- it may be a little
stagnant as well.
