[Openal-devel] AL_SOURCE_RELATIVE and 1.1

Andrew provided the observation earlier that AL_SOURCE_RELATIVE really 
should apply both position and velocity settings relative to the 
listener, rather than just position as stated in the specification.  
We've looked into it here at Creative, and as it works out our 
implementations already work that way.  I've added velocity to the 
description in the specification as a result.

WRT the somewhat awkward name for this source property, my inclination 
is to just live with it for now (with the above change in definition).
