The headers should all state that the OpenAL library is under the "GNU
Library General Public License" and refer to the following URL for a
description:

http://www.gnu.org/copyleft/lgpl.html

It is true that the license text is not included with the SDK.

Under the terms of the LGPL as detailed at the URL above, if you use
OpenAL you do not have to disclose the source code to your product.  If
you modify the OpenAL library source code then you are obligated to
share the changes.

Another thing to take notice of which makes things easier for you if you
want to distribute a product using OpenAL --

The OpenAL installer which you found in the SDK contains Creative
binaries only and is not covered under the LGPL -- it is freely
distributed under the license terms which you see when you run the
installer.  This was done to make things easier for application
installers -- there is no need to distribute OpenAL's source code or to
clear anything with Creative.
